The Role Of The Council

The role of the Council is to:

- Act on behalf of the public to improve the range, type and quality of services

Continually monitor the quality of local services

Represent public opininon about changes to existing services and the introduction of new services

Find out what people think about services
-
Provide sources of information on health and social care issues
- Offer advice and help if someone wishes to complain

A Message From The Chairman

This is my first year as Chairman of the Western Health and Social Services Council. I wish to extend the thanks of the Council to the outgoing Chairman, Mr Raymond Rogan, for all his hard work both as Chairman and as a Council member over the years.

One of the major changes this year has been the Review of Public Administration consultation which outlines the Department of Health, Social Services and Public Safety's plans to replace the four existing Health Councils with a single regional body which would have a strengthened role in representing the views of the public. At a joint Council workshop held in June 2004, Council members had an opportunity to discuss potential models and roles of the new Council and to agree a way forward in responding to the Review. No doubt this will present further challenges in the year ahead in our efforts to ensure that the new Council continues to represent the public in health and social care.

Finally, I wish to thank all the Council members and staff for their hard work and commitment throughout the year and Iook forward to working with the Council in what will no doubt be a challenging year ahead.

Complaints

Health and Social Services Councils are independent bodies who seek to represent the views of the public in health and social services. Whilst they have a volunteer lay membership, only Council staff provide information, advice and support on complaints. Although Councils are not responsible for the investigation of complaints, they can inform people about complaints procedures and assist them in using them. Councils aim to give impartial and accurate advice and, where it would be required, act as the complainant's representative. However, Council staff do not provide clinical or legal advice. In some cases Council staff can draft letters for the complainant and accompany them to meetings.

This year the Council provided telephone support to approximately 42 complainants at various stages of the complaints process. The cases varied in complexity from providing assistance with writing letters, to providing a full advocacy service and representing the client at meetings etc.

In addition the Council provided telephone support and advice to approximately 3 callers per week.

Joint Council Conference Lusty Beg June 2004

A joint Council conference was held at Lusty Beg in June 2004. It was attended by speakers, Chief Officers and Chairpersons of the four Health and Social Services Councils in Northern Ireland.
